FCC Foreign Router Ban Will Drive Home Internet Costs

The move is likely to have meaningful cost implications for consumers and could contribute to inflationary pressure in the telecom and home internet ecosystem. By restricting lower-cost, foreign-manufactured routers, the policy may reduce competition and shift demand toward more expensive domestically produced or approved alternatives. This could increase prices for internet service providers (ISPs), who may pass those costs on to end users through higher equipment fees or bundled service pricing. In a market where connectivity is a core household expense, even modest increases could disproportionately impact lower- and middle-income consumers, particularly as routers are essential infrastructure for accessing work, education, and services.

The Federal Communications Commission (FCC) has expanded its “Covered List” of communications equipment deemed a national security risk to include non-domestic internet routers. This decision effectively blocks the authorization of new foreign-made routers for use in the United States, although existing devices and those already in the supply chain can still be used. Limited exemptions may be granted if agencies such as the Departments of War and Homeland Security determine certain products are not a threat. FCC Chair Brendan Carr emphasized that the move is part of a broader effort to secure U.S. cyberspace, infrastructure, and supply chains.

The policy reflects a wider U.S. national security strategy aimed at reducing reliance on foreign technology for critical systems. Routers—used by about 96% of Americans to access the internet—have become key targets in cyberattacks, including incidents affecting energy, transportation, and water infrastructure. While most routers in the U.S. are manufactured overseas, even when designed domestically, the government is pushing for more secure, domestically controlled alternatives. High-profile exceptions like SpaceX’s Starlink hardware highlight the type of domestically aligned solutions the U.S. may increasingly prioritize.
